Nine large cylindrical tubes gave NYPD K9 Robot nine possible places to search. He located the hidden person in approximately 20 seconds, then collected his toy reward. The speed was striking, but the more important point was what the exercise isolated: searching efficiently, identifying human scent and completing a trained task amid unfamiliar structures.
Police officer Kayla Kaiser and Robot completed the exercise at the Fresh Kills Urban Search and Rescue facility on Staten Island. The site has prepared emergency-response teams for urban disasters since 2013, using constructed obstacles and rubble rather than the predictable surfaces of an ordinary training field.
Robot’s next assignment shifted from detection to movement. He climbed a ladder and descended a ramp in about 20 seconds, practicing the agility needed to negotiate elevation changes and unstable footing. In the final exercise, he searched for an officer concealed roughly 50 feet away atop a rubble pile. The officer called for help, and Robot made the find in about 30 seconds, placing his nose at a small opening where his chew-toy reward waited.
Why realistic rubble changes the work
The Fresh Kills training ground occupies part of the former Fresh Kills Landfill, where debris from the Sept. 11 terrorist attacks was once buried. It is now one of the few places in New York City where emergency responders can construct realistic disaster scenarios.
Its two rubble piles measure 10,000 and 12,000 square feet. Concrete, steel, rebar, barrels, vehicles, boats and other debris reproduce some of the physical complexity left by a catastrophe. Materials are periodically refreshed, preventing the environment from remaining entirely familiar.
That variation matters because a disaster dog must do more than locate an odor. The dog has to keep searching while crossing surfaces that may shift, tilt or feel unfamiliar underfoot. Anything that a natural disaster or building collapse leaves behind we have in there, Kaiser said. And it just gets them accustomed to walking on different types of materials and walking through things, because not everything’s just a flat surface.
The ladder-and-ramp course and the rubble search therefore address connected skills. Agility allows a dog to reach searchable areas; confidence supports continued work when the route includes unstable objects, confined spaces or abrupt changes in footing; detection gives the team a way to locate a person whom human searchers may not be able to see.
Detection is only one part of national evaluation
Kaiser said dogs can work from faint breath and the smell of sweat that people cannot detect. The Federal Emergency Management Agency’s canine guidance likewise says trained dogs can detect live human scent even when a survivor is buried deep in rubble.
FEMA’s standards illustrate why urban search-and-rescue preparation extends beyond a dog’s nose. In the federal system, canine-handler teams must pass national certification and recertify every three years. Dogs are evaluated on command response, agility, independent searching and persistence around temperature, animal, food and noise distractions. They must negotiate slippery surfaces, balance on unstable objects and move through dark tunnels. A focused bark alert is also part of the live-find evaluation, giving the handler a clear indication that the dog has located someone.
Those requirements should not be read as a statement about Robot’s certification status, which was not specified. They do, however, explain the professional logic behind the Fresh Kills exercises: searching, movement, environmental confidence and communication with a handler are trained as parts of one operational system.
NYPD dogs in this program prepare for urban search and rescue while also training in either narcotics or explosives detection. Teams may deploy to city and federal emergencies, and new handlers attend patrol school before moving their dogs into specialized rescue work.
The physical demands also make veterinary planning part of readiness. American Animal Hospital Association guidance identifies unstable surfaces, running, jumping and abrupt directional changes among the rigorous demands placed on working dogs. It emphasizes individualized preventive care, fitness evaluation and attention to weight and conditioning. The guidance notes that direct evidence connecting conditioning with injury prevention in working dogs remains limited, so fitness should not be presented as a guarantee against harm.
Robot finished all three exercises and earned toy-based rewards for his searches. Kaiser described what happens when he arrives at the facility: He’s very focused on working; it’s all he wants to do. He comes here and looks straight at the pile. He just wants to run on it. That drive is visible at the start of the job; the seconds on the stopwatch reflect the structured preparation behind it.
